Issuance of Plant, Plant products Import Permit/Phytosanitary Certificate

Overview

This service allows/enables Importers and Exporters to import/export plant and plant products. The permit is administered through Plant Protection Act CAP35:02.To import/export plants, plant products you must apply for an import permit and a Phytosanitary certificate respectively issued by the Division of Plant Protection. For one to be issued a Phytosanitary certificate s/he must meet the import conditions of the importing country. The import permit is valid for 6 months and can be used for multiple entry. The Phytosanitary certificate is valid for 2 weeks and used for single entry only.

How do I get this service?
  • Interested citizens and businesses are required to visit the nearest District Crop Production Office with relevant supporting documents.
  • Complete an application form to import the plant and plant products
  • Forms can be completed and send via email to MoAPlantPermits [at] gov.bw<
  • Pay the prescribed fee physically or at the District Crop Production Office or electronically at the following banking details:

  • The plant or plant products to be imported shall be inspected to ensure that they meet the import conditions

  1. Provide import permit from importing country
  2. Apply for phytosanitary certificate
  3. The plant or plant products to be exported shall be inspected to ensure that they meet the import conditions of the importing country

For plant and plant products on TRANSIT provide:

Issuance of livestock Producers Agent, Livestock Buyers and Livestock Buyers Agent licenses

Overview

Livestock Buyers License is provided for in the Control of Livestock Industry Act CAP.36.01.  The license authorises its holder to purchase livestock for the purpose of trade in the country. Trade here means acquisition of livestock for slaughter, meat processing plants, retailers, chain shops, for commission (BMC) and other markets and this even include a farmer buying 50 or more breeding stock for the purposes of a ranch.  License issued for a particular district can be endorsed ONCE in another district of interest to the buyer to enable trading in that particular district.

A Livestock buyer’s Agent license is obtained by a buyer who is going to buy on behalf of someone who already has a livestock buyer’s license.

Livestock Producers Agent license allows its holder to collect mobs of cattle from producers and send them to Botswana Meat Commission abattoirs on their behalf. A holder of this license is permitted to charge a commission of 2.5% on revenue realized from the sales as stipulated in the act for the services offered and not more than that. Livestock Producers Agent License is provided for in the Livestock Meat Industries Act (CAP 36.03).

Individuals and companies who are interested in becoming Livestock Buyers, Agents or Speculators are required to confirm details to the Authorized License Issuing Officer on the following;

  1. For New Entrants:
  • Confirm registration with BAITS for Keeper Identification
  • Particulars for business or an individual
  • Base location of business
  • District areas of livestock purchase
  • Type of license required
  • Payment of annual license  fee

  1. For renewals:
  • Produce monthly livestock sales report and returns
  • Pay Annual renewal license fee
  • Produce licenses together with valid identifications (when required by the authority) before any transactions can be carried out.

Issuance of Import Permit of Live Animal(s), Animal Product(s) and Animal Feed(s)

Overview

This service allows clients to import animals, animal products, animal feeds, Animal/feeds Samples for research purposes etc into the country in order to achieve country wide traceability of the commodities. Animal movement can be for the following purposes; for slaughter, for rearing and translocation.  For all permits the client must return the previous permit before renewal or issuance of subsequent permits and the product or animal clear details must be provided as well as the quantity.

Origin country should not have major Notifiable diseases for such livestock e.g. foot and mouth for cattle, Avian Influenza or Newcastle for chicken and African swine fever for pigs.

 

Who is eligible?
  • Registered Livestock Keeper (citizens and non-citizens legally resident in Botswana)
  • Unregistered keeper (Diplomats, Tourists, researchers)

What supporting documents are required?

Livestock (Animals)

  • Relevant test results as per Import permit requirements

  • NB: Botswana does not allow use of animal protein, antibiotics, anabolic hormones and thyrostatic substances in feeds and it’s a requirement that Exporting country should attest to their absence in the feed Imported into Botswana.

 

Dogs and Cats

  • Valid rabies immunisation record (For dogs and cats)
  • Kittens and puppies under 3 months old (Proof that  the mother (dam) was vaccinated against at least one month but not more than 12 months prior to giving birth
  • Proof that there are no movement restrictions for rabies control in your origin area.
  • Submit the pets to the office for inspection before issuance of Export  permit

Application for Farm Equipment through ISPAAD Horticulture

Overview

The component assist Individual and cluster farmers to purchase irrigation system (drip, sprinkler, and centre pivot) which includes water conveyance lines, booster pumps but excludes engines.  Shade net material including polythene tunnels can also be provided through this service.

This assistance will be provided once every 10 years for the irrigation system. The maximum ceiling is P200 000.00. The minimum farm size for individuals and a group is one (1) hectares and two (2) hectares respectively. Individual farmers are expected to contribute 60% of the total cost farm equipment while a group is expected to pay 40%. The programme does not allow or accept contribution in kind.

Who is eligible?
  • Citizens and non-citizens aged 18 years and above
  • Applicants should have access to land (proof of ownership or leasehold). In case of leasehold, the lease period should not be less than 10 years.
  • Associations, companies, partnerships or groups registered either under Agricultural Management Associations (AMA), Cooperatives, Registrar of Societies or Registrar of Companies
  • Farmers who have been assisted once will not qualify for assistance within that year even if they have not exhausted the allocated funds in that particular component
How do I get this service?
  • Submit the relevant supporting documents  to the Agricultural Demonstrator (AD) or Extension Officer (EO)
  • The AD will verify if all the necessary information is provided and if the applicant meets the eligibility criteria
  • The Agricultural Demonstrator/Extension Officer will submit the application with the supporting documents to the District Crop Production Officer (DCPO)
  • The application shall be appraised and the appraising team shall inform the applicant in writing  about the fate of his/her application
  • The applicant in turn will submit the approval letter to the supplier of farm equipment or the service provider.
  • If approved the farmer or a group must pay the supplier 60% and 40% of the total cost of the farm equipment and the Government pays the other 40 % and 60% respectively. .
  • If the applicant is aggrieved about the decision of the appraising team on his or her application , he or she shall make an appeal to the office of the Director of Crop Production within 30 days of receiving the response letter from the DCPO

  • Certified copy of valid National Identity Card (Omang).
  • Land Board Certificate, lease or title deed. In case of lease, the lease period should not be less than 10 years.
  • Business plan
  • Prove of established and reliable water source (e.g the borehole must yield at least 2.5m³/hour to be able to irrigate half a hectare)
  • For associations, companies, partnerships or groups registered prove of registration either under Agricultural Management Associations (AMA), Cooperatives, Registrar of Societies or Registrar of Companies.
