Access Control to Road Reserve Space (Wayleave)

Overview

This involves requesting access into the road infrastructure network for the following services;

  • regularisation for existing accesses being upgraded. 
  • routing/locating service infrastructure within the road reserve ( for example ; communication, power, water & sanitation)
  • works within the road reserve (parking facilities, bus stops & advertising space).

How do I get this service?
  • Submit  an application letter and supporting documents to any of the Department of Roads offices across the country. 
  •  Assessment of applicant's drawings versus design specifications to check if they comply with the Botswana Roads Design Manual ( BDRM).
  • The Department will contact the applicant for site inspection with submitted engineering drawings for feasibility.
  • The applicant will be provided with pre-feasibility inspections report.
  • If satisfactory, recommendations are forwarded to the Ministry of Transport and Communications for approval.
  • Once approved by the ministry, pay the prescribed fee.
  • Issuance of permit . 
What supporting documents are required?
  • Proof of use of land for which access is sought.
  • Engineering drawings (A1 size) capturing details of the following;
  • Accesses in close proximity ( road junctions)
  • Drainage facilities in proximity
  • Utilities which will be affected or in close proximity (power lines, fiber optic cables,  underground  water pipes and sewer lines).
  • Cross sectional details of proposed access/service trench.
  • Expected movement into and within the property/reserve.
  • Locality sketch plan detailing exact location of property, showing road from which access is required, that is, major highway or location of infrastructure routing/crossing (in case of services).
How long will this service take?

Thirty (30)  working days.

Where can I obtain this service?

Visit any of the Department of Roads offices across the country to access the service or Department of Roads Headquarters, West Gate mall.

Opening hours are from 07:30 to 16:30, Monday to Friday, except public holidays.

  • Non-citizens can apply under locally registered companies only.

Overview

The  permit is used to transport goods either locally or across the border, it is renewed annually.

 Two types of BA Permits are; 

  • BA-Permit-Domestic 
  • BA-permit- foreign registered vehicle

Any locally-registered business, citizen or resident that is the owner of a passenger vehicle.

Requirements: 

  • Certified copy of valid National ID (Omang).
  • Copy of the vehicle's registration document (blue book).
  • Copy of vehicle's valid Roadworthiness Certificate (at the point of certificate collection).
  • Vehicle Inspection Certificate (only if permit application is approved by the board).
  • Copy of Certificate of Incorporation (companies).
  • Copy of one director's certified National ID (companies).
  • Copy of Shareholder's Certificates (companies).
  • Copy of business proposal (companies).
  • Expired permit (renewals).
  • Expired token (renewals). 

BA-Permit- foreign registered vehicle

Annual Transit Permit (TA)

Overview

An Annual Transit Permit is a permit used to convey goods and passengers, usually awarded to foreign registered vehicles which will be operating on transit through the country for a period exceeding 90 days.

How do I get this service?
  • Download and complete Form RTS 1 - Application for Initial Grand or Amendment or Renewal of Road Transport Permit and submit along with supporting documents to the Registration and Licensing officer at any permit-issuing in the Department of Road Transport and Safety office for approval. Application forms are also available at the enquiries desk in all the Department of Road Transport and Safety offices.
  • Pay the prescribed fee.

  • Valid vehicle roadworthiness certificate
  • Valid permit from country of origin
  • Consignment Note
  • Copy of business proposal (for new applicants)

School Bus Permit

Overview

Issued to operators who transport school children for hire or reward.

Who is eligible?
  • Citizen or resident that is the owner of a passenger vehicle.
  • Local-registered business.
How do I get this service?
  • Download and complete Form RTS 1 - Application for Initial Grand or Amendment or Renewal of Road Transport Permit and submit along with supporting documents to any permit - issuing Department of Road Transport and Safety office for approval.
  • Pay the application fee of BWP130.00 to the Registration and licensing officer.
  • First-time applicants attend a Transport advisory board hearing at the appointed time.  It is at this point that the decision would be made.
  •  Approved first-time applicants and renewal applicants must take the vehicle to the Transport Inspectors for inspection.  If inspection is failed, applicants must comply with Inspector's instructions to rectify any vehicle issues that may have caused the failure and re-apply.  
  • Applicants' whose vehicles pass the inspection are issued inspection certificates.
  • Take Inspection certificate and all of the other supporting documents to the Registration and licensing officer and pay permit fee.  
  • Once fee is paid, the permit would be issued.

  • Certified copy of valid Identity Document of applicant.
  • If company, a  copy of certificate of incorporation & shareholder’s certificate
  • List of students
  • Authorization letter from the school administration.

  • Copy of vehicle's valid Roadworthiness Certificate (upon collection of certificate).
  • Vehicle Inspection Certificate (only if permit application is approved by the board).
  • Copy of Certificate of Incorporation (companies).
