Water Rights Application

Overview

Procedure for permission to draw water from boreholes,wells,dams,lakes and rivers.

Who is eligible?

All citizens, residents and businesses are eligible to apply for this service.

How do I get this service?
  • Complete either of the following forms: APPLICATION FOR REGISTRATION OF EXITING RIGHTAPPLICATION FOR GRANT OF WATER RIGHTAPPLICATION FOR CREATION OF SERVITUDE FORMNOTIFICATION OF ACQUISITION OF RIGHT BY AGREEMENT FORM.
  • Submit the completed forms to the Department of Water and Sanitation office (address provided below) together with a copy of the Customary Land Grant Certificate, Lease Agreement or the Title Deed. In the case of land owned by the state, attach the letter of authority to use the land from the Director of Lands.
  • Attach approved application for and grant of field/project water point in case of private boreholes (a permission to drill).
  • Attach borehole completion certificate (to check and verify ownership)
  • Attach a sketch map including point of abstraction (coordinates) for river draw-offs
  • Applications are charged at P60.00 as cost recovery measure as per Presidential Directive Cab 2/2004
What supporting documents are required?
  • Certified copy of valid national identity card (Omang) for citizens
  • Certified copy of passports for non-citizens
  • Customary Land Grant Certificate or Title Deed
  • Letter of authority from the Director of Lands confirming that the applicant has surface rights where the borehole is located
How long will this service take?

Once all of the necessary documents are submitted, this process takes 90 days to complete.

Laboratory Services (Water Analysis)

Overview

Analysis of water samples provides the customer with knowledge of the chemistry and microbiology of their water. The water sample can be obtained from a borehole, well, water tank, dam, tap, or any other water source. This service is provided to anyone who wants to know the condition of the water they obtain.

In addition, customers can be provided with advice on national water standards based on the preference of the customer: Examples:

  • BOS 32 (Drinking water-Specification)
  • BOS143 (Bottled water other than natural water-Specification)
  • BOS262 (Bottled natural water-Specification)
  • BOS463 (Water Quality for irrigation-Specification)
  • BOS365 (Drinking water for livestock and poultry-Specification)
  • BOS93 (Wastewater-Physical, microbiological and chemical requirements-Specification)

 

Who is eligible?

All citizens, non-citizens, and businesses can access this service.

How do I get this service?
  • Customer must go to the Department of Water and Sanitation Office and indicate that they want to get their water tested.
  • Customer will complete Request Form​.
  • Customer will be provided with sample collection bottles and instructions on how to collect the water sample.
  • Customer submits samples to the laboratory.
  • Customer pays for the analysis and is given a receipt.
  • Results will be sent to the customer through e-mail, post, or they can be collected from the laboratory by the customer.
What supporting documents are required?

There are no supporting documents required.

How long will this service take?

Microbiology analysis is completed within five(5) working days and chemistry analysis is completed within ten(10) working days.

Overview

This service is intended for individuals experiencing pest infestation problems in their area of residence or work. These individuals should seek assistance from their local authority (i.e. Council).

Who is eligible?

Any individual (citizens and non-citizens) experiencing pest control challenges.

How do I get this service?
  • Complete and submit the Pest Attendance Form to the nearest local authorities office (Local Authorities Contacts_3) or visit the nearest office to complete the form.
  • Facilitate the visit of the pest controllers to execute the spraying of the premises.
What supporting documents are required?

No supporting documents required.

How long will this service take?
  • Two (2) working days in urban areas and
  • Seven (7) working days in rural areas.

From Urban and District Council Offices.

Laboratory Services - Chemical Analysis & Microbiological Analysis

Overview

The service facilitates proper and accurate monitoring of pollution in the environment. The laboratory consistently monitors pollutants from waste-water treatment plants, industries, mines and rivers. Testing of environmental pollutants is performed in various media including; groundwater, surface (river) water, wastewater, leachates, sludge, gases, airborne dust, sediment, and soil.

How do I get this service?

Download, complete and submit the Analysis Request  Form NEL Form 1 to the National Environmental Laboratory, Department of Waste Management & Pollution Control Offices

What supporting documents are required?
  • Citizens- Certified National Identity card (Omang)
  • Non-citizens- Certified copies of passport 
How long will this service take?

Eight (8) –Fifteen (15) working days

Archaeological Impact Assessment

Overview

This service is used to determine whether a developer should be permitted to carry out developments on undisturbed land. It also ensures the protection of archaeological resources. Any development on any undisturbed land should be preceded by an Archaeological Impact Assessment done by consultant. These developments include hotels, lodges, roads, borrow pits, dams. The Department of National Museum and Monuments, reviews and approves the Archaeological Impact Assessment reports and monitors existing development projects, as mandated by Section 19 of the Monument and Relics Act of 2001. 

Who is eligible?

Citizens and Non-Citizens aged eighteen (18) years and above

How do I get this service?

The following steps are to be followed in order to obtain this service: 

  1. The developer contacts the department to establish whether they need to carry out an Archaeological Impact Assessment,  by telephone, post or fax.
  2. Where an assessment is required, the developer engages a consultant archaeologist accredited or approved by the Department of National Museum and Monuments. Download a List of accredited/approved consulting archaeologists from Downloadable Forms 
  3. The archaeologist carries out an assessment as per the guidelines for planners. Download Guidelines for Planners 
  4. The assessment reports are submitted to the department for review.
  5. The response is given within seven (7) working days. No development may take place before an archaeological impact assessment permit is given and mitigation measures implemented.
  6.  Chance discoveries during construction should be immediately reported to the department and the archaeological consultant. The work should be halted until the developer is advised on the way forward. Download Guidelines for Archaeological and Architectural Consultants
